CONCEPT

The Tokyo Metropolitan Government is implementing the "Flower and Light Movement," which offers a new way to enjoy parks through seasonal floral and light displays. The stage for spring 2026 is Toneri Park, which boasts one of the most expansive landscapes in Tokyo. Amidst the blooming of delicate blue nemophila flowers across the hillside, gorgeous decorations featuring nemophila and other spring flowers, along with immersive light and sound displays that combine lighting and sound, will create a dazzling spectacle of flowers, making the beauty of the nemophila shine even brighter.
Please enjoy this extraordinary space created by the beautiful nemophila and soothing light at Toneri Park, available for a limited time of 17 days in spring.

[Apology] Regarding the Lighting Malfunction at the Nemophila Gardens on April 12

On Sunday, April 12, 2026, a technical issue occurred involving the Nemophila Garden lighting, which caused it to turn off earlier than scheduled. We sincerely apologize for any inconvenience this may have caused our visitors. While we extended the illumination until 9:00 PM on that day to compensate for the disruption, we are committed to taking all necessary measures to prevent such an incident from occurring again.

For its fourth year in 2026, the event will focus on the "blue" of nemophila, one of Toneri Park's signature colors, and express a "story of color" transitioning from a variety of spring flowers to blue through a fusion of flowers, illuminations, and sound.
As you walk through the colorful spring flowers, a breathtaking view of "nemophila blue" will unfold before you. In addition, a photo spot called the "Nemophila Sky Stage" will appear, where you can take pictures atop nemophila. Enjoy an immersive experience as if you've stepped into the world of nemophila, and a thrilling, extraordinary moment.
Food trucks will also be present during the event. Enjoy Toneri Park dyed blue for a limited time only.

"The Beginning of a Hundred Flowers" and
"Blue Finale"
(around the fountain)

At the fountain area, which serves as the park entrance, you will be greeted by "A Hundred Flowers Landscape," a flowerbed combining nemophila, the flower symbolizing this event, with other spring flowers such as marguerites and ranunculus. The vibrant spring flowers are fused with the edgy neon lights and mirror material of the "TONERI" letter sign, making it a photogenic spot that you'll want to photograph. In addition, the metasequoia tree-lined avenue will welcome you with three colorful lights in the evenings of the first half of the event (April 10th to 19th) as "The Beginning of a Hundred Flowers," and then with a blue light in the evenings of the second half of the event (April 20th to April 26th) as "The Blue Finale." Step into this fantastical space woven from flowers and light, and enjoy the beginning as you gradually immerse yourself in the blue world of nemophila.

"Fountain where flowers and butterflies dance in the light"

Flower and butterfly sculptures have appeared in the fountain plaza. Under the soft spring sunlight, the white flowers and butterflies were bathed in gentle light, but as night falls, they begin to emit a fantastical glow. During the nighttime illumination, a five-minute "light show" by the flowers and butterflies is repeated, with the lights moving in time with the music, creating a three-dimensional representation of a "blooming riot of flowers." The light reflected on the water's surface and the light of the butterflies dancing in the air combine to create an immersive experience, as if you've wandered into a spring garden. Enjoy this spectacle of light and sound that will illuminate the night at Toneri Park, an experience you can only find here.

"A Guidepost of Flowers and Light"
(Approach)

The path leading to the nemophila flowerbeds is adorned with flowerbeds of colorful spring flowers, inviting visitors to the gardens. At night, when the gardens are lit up, the approach is transformed into an approach bathed in the gentle light emanating from the randomly changing colored round lights on the flowerbeds and from flower-shaped objects. It's a little-known "hidden photo spot" that will make you want to stop and take pictures on your way to the spectacular nemophila flowerbeds.

"Spring-Colored Layered Garden"
(Lawn Area)

In the nemophila flowerbeds, the nemophila on the ground and the wide-open sky blend together, creating a blue carpet swaying in the breeze during the day and a blue garden glowing with translucent lights at night.
This year, a hexagonal flowerbed has also appeared next to the nemophila, where a variety of spring flowers will bloom. Please enjoy the contrast between the vibrant colors of the nemophila's blue and the colorful spring flowers such as marguerites and ranunculus.

"Nemophila Sky Stage"
(Lawn area)

This is a special photo spot where you can take pictures above a field of nemophila flowers. When you stand on the transparent floor installed above the nemophila flowerbeds, the blue carpet of nemophila below your feet blends seamlessly with the blue sky, allowing you to take a special photo that makes you feel like you're part of the scenery. Why not capture your favorite photo at this unique "floating in blue" photo spot?

A photo spot that changes with a touch

This dome-shaped pergola photo spot offers a unique opportunity to capture a special photo with a backdrop of colorful spring flowers against a backdrop of a blue carpet of nemophila. At night, it transforms into a special photo spot where you can play with light. Pressing the box in front of the dome pergola starts a light show. The randomly changing movement of the light makes for stunning photos and videos! The dynamic veil of light created by the delicate illumination creates a truly special moment.

      What is the Flower and Light Movement?

      This initiative by the Tokyo Metropolitan Government aims to create new, large-scale and attractive flower displays in metropolitan parks, offering new ways to enjoy parks through seasonal presentations of flowers and light throughout the year.

      ■“Flowers and Light Movement” FY2026 Schedule

      The “Flowers and Light Movement” for fiscal year 2026 is scheduled to take place as follows:

      Kasai Rinkai Park July 31 (Fri) – August 16 (Sun), 2026
      Koganei Park October 23 (Fri) – November 8 (Sun), 2026
      Hibiya Park November 13 (Fri) – November 29 (Sun), 2026
      Sayama Park November 14 (Sat), 15 (Sun), and November 21 (Sat) – 23 (Mon, public holiday), 2026
      Kiba Park February 26 (Fri) – March 7 (Sun), 2027

      ■“Flowers and Light Movement 5th Anniversary Stamp Rally”

      As a collaborative program among the six participating parks for FY2026, the “Flowers and Light Movement 5th Anniversary Stamp Rally” will be held. Visitors who collect stamps at any three of the six parks during the event period will receive a special novelty gift (an original tenugui hand towel).

      *Novelty items will be distributed at Koganei Park, Hibiya Park, Sayama Park, and Kiba Park.

      Train

      Get off at Toneri-koen Station on the Nippori-Toneri Liner and walk for 1 minute.
      The journey from Nippori to Toneri-koen takes 16 minutes on the Nippori-Toneri Liner.

      Bus

      From the west exit of Takenotsuka Station on the Tobu Skytree Line, take a Tobu Bus (Iriya Loop or Iriya-Toneri Loop) and get off at Naka-Iriya bus stop.
      It's a 1-minute walk from there.

      Parking (paid, 24 hours)

      *Please use public transportation as Okubashi Street and Toneri Park Street become congested on weekends, holidays, and during events.
      *Also, please cooperate in staggering your departure from the parking lot, such as leaving early, as congestion may occur.
      *Please refrain from waiting on public roads to enter the Toneri Park parking lot. Please note that entry restrictions may be implemented depending on the congestion.

      • The parking lot gets very crowded on weekends, and you may have to wait for a long time. Please use public transportation.
      • Please take your trash home with you.
      • Events and some services may be canceled, suspended, or modified due to weather-related disasters, power supply shortages, or other unforeseen circumstances.
